PEC is managed by Neil Pogorelsky, a economic and financial consultant to development organizations and government entities with over fifteen years of professional experience in the research and analysis of financial and organizational trends in both the public and private sectors. Mr. Pogorelsky has assisted clients in the development and implementation of over $10 billion in capital financing programs. He has worked on projects assessing infrastructure, transportation, trade, economic development, human services policies and the impacts of those policies on users, providers, and communities. Mr. Pogorelsky has coordinated the analytic investigations of several prominent regulatory proposals, including airline passenger rights and biometric immigration procedures.
